Michael L. Scott has more than 20 years of experience in airport planning, project management, budget development, and passenger facility charge (PFC) and Letter of Intent (LOI) application development. Mr. Scott joined Ricondo in 2014 following 12 years serving as an airport planning engineer and grant administrator for the Metropolitan Washington Airports Authority. In this dual role, he worked simultaneously with the airport planning, engineering, and finance departments. This experience provided him invaluable insights into how these usually fragmented segments can effectively work together on long-term projects requiring federal grants and the issuance of tax-exempt bonds. During his tenure as an airport planning engineer, Mr. Scott served as a project manager and technical advisor for the preparation and modification of master plans and other comprehensive planning and business analyses for airport development. As a grant administrator, Mr. Scott prepared Airport Improvement Program, PFC, and LOI grant applications for more than $1.5 billion. In addition, he supported the capital construction program and developed operation and maintenance budgets amounting to more than $35 million annually.
